What should be measured before changing the cap?
Raw population is not enough. A useful test should track players inside the Control Zone and Hot Zone, average reinforcement time, role distribution, vehicle crew count, active FOBs, server performance, and how often one faction cannot assemble a meaningful push.
Player decision
Do not assume an empty road means the match is dead. Check the current zone, tower state, transport routes, and third-faction position first. If your faction is underrepresented in the objective, switch from a low-impact side role to transport, revive support, or direct presence for the next scoring window.
